I am grateful to the Minister and want to put it on the record that I understand from my experience the pressures on Government: that sometimes the timing of the legislative programme is influenced by all sorts of other matters and that legislation must be slotted in. In those circumstances and given the priority of the matter, my Committee and, I suspect, the Joint Human Rights Committee would be inclined to adjust our timetables and schedules to allow pre-legislative scrutiny, albeit more truncated, if necessary, than we would ideally like.
