I do not want to fall out with the Minister in the course of a pleasant and useful debate. We examined the time scale of the formal consultation when the Government first said that they wanted to have 28-day detention and we concluded that it could have been done more quickly. As he will be aware, this had a relevance, because it cropped up in the context of a particular investigation, when the 28 days provision had not yet come into operation.
