I am grateful to the hon. Gentleman for that clarification, because it was one of the points that I was going to make and was made to us very strongly by the Director of Public Prosecutions when we met him. We could end up causing more problems than we solve, however, because once someone has been charged, they can apply for bail, and if it is a trivial offence, they may well get it and therefore they are out and about, and we have lost track of them.
