I am pleased to have the opportunity to follow my right hon. Friend the Member for Southampton, Itchen (Mr. Denham) and to have had the advantage of hearing his remarks. I thank him for allowing my Committee’s report to piggyback on his, so that we can combine both in one debate. I hope that when my hon. Friend the Minister replies, he will acknowledge that we have saved him at least one debate.
