I am listening with great interest to the right hon. Gentleman’s comments and entirely take the point that those who say that the situation is identical to the situation with the IRA are wrong. None the less, he made an interesting point about what I would call preventive arrests, or arrests at an early stage when police are gathering evidence on a likely terrorist incident. There was plenty of that in Ulster, and I shall develop those comments later. Why the difference?
