My Lords, having spoken at Report, I thank the Government for having done what they have done. That is the end of my congratulations. The way in which they did it was a disgrace to this House and prevented the House from performing proper scrutiny and the revising role at which it is so good. As my noble friend Lord Elton said, we were prevented from discussing a number of issues because we were not told of the Government’s plans. I did not find out about the amendments at Third Reading until after it had taken place. I spoke very briefly to the noble Baroness that evening to express my disgust at the way in which the House had been treated. I have since rung her office and sent her two e-mails, but I have had no reply at all. I hope that this is the only occasion when the noble Baroness has not had her finger on the pulse in her usual way and that we are never treated like this again.
