My Lords, I am pleased to be the vehicle through which the noble Lord, Lord Hylton, raised the question of ASBOs and restorative justice. I thank the Minister for that comprehensive explanation. I am particularly reassured by the clarification of the definition of ““public authority”” and, on that basis, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
