The Minister said at the outset that the Government's policy was based on preventing guns migrating from legal holders into the hands of those who want to use them for crime. But does he agree that the overwhelming majority of gun crime is carried out with guns that were never legal in the first place in this country, and which have been smuggled in from the Continent or further afield?
