Animal Welfare Bill

Proceeding contribution from Lord Rooker (Labour) in the House of Lords on Tuesday, 23 May 2006. It occurred during Debate on bills and Committee proceeding on Animal Welfare Bill.
As I said, I will endeavour to find out. I am looking through my notes and I cannot find anything on Scotland. I have extensive notes that cover virtually everything that I need to know, but I do not have that. I am told it has not been banned yet, which means that the legislation has not yet been passed. So I would not be able to answer the question anyway. We have to somehow ensure that we do not get tourism of that kind because it would be an abuse of what Parliament intended. We can be absolutely clear about that, but how we go about it from a practical point of view I do not know. I do not think that the Scottish Parliament would want to allow it. We certainly cannot allow that kind of thing to go on across the border because that would frustrate the will of Parliament. The point about devolution is that things can be done differently. If a devolved Parliament chooses to legislate differently from here, that must be respected. It is not an invitation for people to use the tourist trade to get around the will of the Parliament of the jurisdiction they are in.
