I apologise to my noble friend that the document was with my papers, not his. I have been through the proposed draft regulations. I am glad that they are going out to consultation, but I hope that when they do they will not only assume the historical background on which previous comments have been based but will also consider the increasing availability of science to help our knowledge along. I am grateful for the draft regulations, and I again apologise to my noble friend.
