I have one quick final point to make to the Minister. I hoped that the study that has been referred to by the noble Lord, Lord Soulsby, would look at the use of such collars across all animals, as there is no reason why it would be confined to dogs. In a conversation just now, the noble Lord, Lord Soulsby, confirmed that that could be the case. In the light of this study being done, I am pleased to beg leave to withdraw the amendment.
