I thank the Minister for pointing out the direction of the Government’s thinking. I am not entirely clear about exactly what are their intentions, but we have had a very good debate on the issue. It has certainly opened it up. I thank all Members of the Committee who have spoken in this debate and I look forward to coming back to the issue on Report. In the mean time, I beg leave to withdraw the amendment.
