Animal Welfare Bill

Proceeding contribution from Lord Rooker (Labour) in the House of Lords on Tuesday, 23 May 2006. It occurred during Debate on bills and Committee proceeding on Animal Welfare Bill.
Yes, but I imagine that a revised regulation will come from the Performing Animals (Regulation) Act. There is nothing wrong with using the powers in an Act to make or amend regulations or bring new regulations forward, because we are using the powers of the primary Act to do so. We are not using regulations to change the primary Act, I do not think. We will be repealing the Act, but that is being worked on at present.
