Animal Welfare Bill

That is what my noble friend said to start with. He referred to autobiographies of circus trainers. That is what I heard and what I took him to mean. He was not talking about pets and domestic animals. The answer to the noble Earl’s question is yes. A working party that is not balanced is useless. It is no good fixing it and loading it one way or the other as we would not get a balanced report that would be acceptable to the House.
