Indeed. What is a circus? I do not know whether there is any definition of it. The noble Baroness, Lady Miller, seemed to be spreading it fairly wide to include dressage, so why not horse racing for that matter? I hope that we will not legislate on the basis of the Napoleonic model that only what is permitted is allowed. I prefer our arrangement of banning specific things and allowing people the freedom to do what they want outside that.
