I am grateful to the noble Baroness for her response to my amendment. I am not trying to bowl a fast ball, but can I take it that it must be someone who is considered responsible—a vet or, in this case, a policeman—or can it be any person who comes across an animal and realises that that animal is in great distress and that its life cannot be saved? Are they included or excluded? I am happy for the Minister to come back to me later.
