Animal Welfare Bill

The amendment of the noble Baroness raises an interesting thought. For example, when under-16s for some reason experience great disruption in their lives and are, perhaps, taken into foster care, their animals will often be an issue, too. I understand the sentiment behind the amendment, but if we were to include it, what would happen, given that the household is likely to be stressed anyway? Although the children would come first, would it be wise to provide exemption from responsibility for animals in such circumstances?
