Yes. The matter is covered in later clauses of the Bill. At the point when someone has gathered up the foxes, they are clearly under the control of man. They may not have been before, but at that point they are under the control of man and so the act would amount to abandonment. We can go into greater detail on this when we come to other clauses in the Bill.
