Animal Welfare Bill

Are those goats wild or domestic? What about pheasants that have been released for slaughter? At what point do they become not under the control of man? We could do with much greater certainty so that those people who might, at the end of the day, be subject to criminal sanction under the Bill know exactly where they stand.
