I am again most grateful to the Minister for his words. I seriously believe that the Government are wrong on this: it will make absolutely no difference to crime and will not benefit the safety of the public. It will cause a great deal of inconvenience for people in bona fide and legitimate forms of work. I will read carefully in Hansard what the Minister has said. I may well come back with a different amendment on Report. In the mean time, however, I beg leave to withdraw the amendment.
