Violent Crime Reduction Bill

Have the Government assessed the likely effect of this part of the Bill on retailers? Having listened very carefully to what my noble friend said, I can come to only one conclusion: this is another attempt by the Government to reduce the number of air guns in circulation. Will the Minister confirm one way or the other whether that is government policy?
