The noble Lord said: Following the report from the Delegated Powers and Regulatory Reform Committee suggesting that we use the affirmative resolution procedure for the adoption of regulations under the Bill, we are more than happy to do that. I am sure that noble Lords will welcome the opportunity to debate the regulations. The noble Lord, Lord Thomas of Gresford, has proposed an amendment with the same effect as that of the government amendment. I hope that, having seen our amendment, he will feel able not to move his. Our amendment effectively implements the recommendation of the Delegated Powers and Regulatory Reform Committee. I beg to move.
