Why did we embark on a treaty revision with the United States if we could have proceeded on the basis of what she has said, and given the US what it wanted? We embarked on that revision, because we believed that we could benefit from concessions by the United States. Surely, that is the basis of trust, but trust cannot be maintained without reciprocity. Furthermore, as the Minister well knows, while some aspects of the US legal system seek justice, they can be onerous and the extra-territoriality of US jurisdiction is quite extraordinary.
