Very briefly, before I withdraw the amendment, perhaps what the noble Earl, Lord Listowel, is trying to express is that what quality childcare settings have in common is a high proportion of highly trained and highly experienced people. Of course, pedagogy is an important factor; I know that the noble Baroness, Lady Howarth, would accept that. This has been a wide-ranging debate and I shall waste no further time. I beg leave to withdraw the amendment.
