I am sorry that the word ““whim”” did not find favour with the noble Lord, Lord Borrie. Perhaps ““subjective judgment”” would be more appropriate. However, I accept that the Minister’s intention is for the designations to be as objective as possible. In the light of that, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
