We do not see this as encouraging or imposing any greater responsibility on Scotland. Obviously the zone is important because it widens the opportunity for renewable energy sources. As that is a devolved matter, I am sure that Scotland will play its full part in helping the UK more widely to meet its targets. The noble Duke referred to 40 per cent. I am not sure whether that is 40 per cent in relation to Scotland.
