Animal Welfare Bill

Proceeding contribution from Bob Spink (Conservative) in the House of Commons on Tuesday, 14 March 2006. It occurred during Debate on bills on Animal Welfare Bill.
I take that advice. Clause 8(2)(c) calls for the animal "““to be able to exhibit normal behaviour patterns””." Does that mean that an inspector could object to the extreme use of an electric shock collar on an animal and issue an improvement notice to prevent that? Is that clarified in the Bill?
