I thank the Minister for that explanation. I am satisfied that I knew what she was going to say. It is important that this debate has been had, because we want to be clear that this is not just a shoo-in, and that nobody believes it is when they subsequently look at legislation. There is an expectation that this would be put out to tender, or clearly looked at for other organisations to come in to manage it, so there would be a split between the management and the scrutiny. Having said that, the Electoral Commission has done a very good job, whatever it does. Perhaps ways could be found for it to do this job, but that would have to be looked at extremely carefully. In the mean time, I am grateful to the Minister for her explanation of why Clause 4 is there.
