The Minister mentioned some interesting figures. As my noble friend said, we are up to £30 million rather than £12 million if we add the £19.9 million the Minister talked about to the £10 million cost of setting up the system. We will analyse the information. I hope that there have been discussions with local government associations so that people in local government are aware of the provision the Government say they have made, as the amount of money involved throughout the country is considerable. We will reflect on what has been said. I beg leave to withdraw the amendment.
