I understand what the noble Baroness is saying. However, having been in local government finance for a long while, I know that governments of all kinds make provision in revenue support grant for one year but the costs go on for ever. It seems to get lost after a few years. One wants to make certain that the scheme’s ongoing cost will be recognised. The noble Baroness referred to £19.9 million—a round £20 million might have been better—but that is for the first year. Will the Government continue to fund this? That is the important point.
