I am going to withdraw and sit down again. The Committee stage being what it is, I think we are allowed to play around with the rules if the Deputy Chairman will allow us. What I was going to say will be more appropriate under Clause 4 stand part, which is in the wrong place on the sheet. It should come after Amendment No. 30. If I may do that, the debate I want to have on the Electoral Commission would be better placed. I withdraw the remarks I was making, as far as Hansard is concerned, and shall start again.
