I want to talk about this in relation to Clause 4 stand part, because we are discussing the whole aspect of who is going to keep the CORE register and why they should be able to keep it when it has just been passed or slid in their direction. The worry that the noble Lord, Lord Campbell-Savours, has raised about palming this into the hands of the Electoral Commission underlies the questions that we have been asking.
