I have a small amendment which has intruded into this group—I hope that the noble Lord, Lord Hanningfield, does not mind. Perhaps it should have been in the previous group, because it refers to areas.
In subsection (8)(a), the word ““area”” is not very clear. It says that the Secretary of State may by order vary a scheme,"““by specifying a new area””."
Yet I thought that the Minister said that ““area”” really meant a local electoral registration area. I think that what is intended in the legislation is to add an electoral registration area to a CORE scheme rather than specifying a new area, especially as the next provision refers to,"““removing the specification of an area””,"
or,"““in such other respects as he thinks appropriate””."
Perhaps only the third provision is needed and the Secretary of State can do what he wants anyhow. Even so, the word ““area”” needs looking at again.
