I thank the Minister for her response, which answered the questions I asked and confirmed that the initial roll-out of CORE will be on a regional basis. However, I want to follow up the question of a parliamentary constituency. Clause 5(4) states:"““A CORE scheme may make provision as to the steps to be taken by the CORE keeper””—"
that is, the person at national level—"““in circumstances where a constituency is not wholly situated in the area for which an ERO whose area is specified in the scheme acts””."
What does that mean if there is a constituency that overlaps the CORE area so that part of it is in that area and part of it is not? What do the Government wish to happen at national level in those circumstances? I cannot find this mentioned in the consultation document, although I may have missed it. What will happen? Why does anything have to happen in those circumstances? It would just be that part of the constituency was on the CORE and part was not. What is required and why is it required?
