Electoral Administration Bill

I want to concentrate on a narrow area of the Bill. Can my noble friend confirm that the CORE scheme should cost very little money? The expenditure implications nationally are minimal. Does my noble friend have any information about that? I understand that procedurally we do not discuss each clause in a ““stand part”” form unless it is listed on the groupings list. Therefore, I should like to raise that issue now.
