The noble Lord said: I listened very carefully to what the Minister said but I should also like to read it carefully. I have to say that at this stage I am not convinced by her arguments and I may well wish to return to the matter on Report. I do not want to repeat the arguments now and, on that basis, I shall not move the amendment tonight.
