The noble Lord should not be quite so hasty. I was going to say a word or two about that. We are committed to any revaluation in England being revenue-neutral. Obviously, decisions about the council tax level in Wales are for the Welsh Assembly and Welsh authorities to determine, but the principle behind any revaluation should be revenue-neutrality. The Bill stands alone and separate from considerations about Wales.
