I thank the Minister for that. I shall read his answer about security, but I am not sure that it dealt with my point that the exception from publication of the plan should be only to the extent that that was necessary, for reasons of security. I acknowledge again, however, that it would be completely bonkers for the plan to be kept secret, so common sense suggests that that will be the case.
