The Minister has not dealt with my point—that at the moment the clause deals entirely with the police, as does the noble Baroness’s amendment, but clearly the security forces will be involved. The fact that it is being overseen by a Cabinet Committee will not help—even, if I may say so, the Cabinet Committee—if the scope of the Bill is not sufficient to cover expenditure by the security forces in this context. The Minister referred earlier to the Public Accounts Committee. I should have thought that there should be some reference to the security forces in the Bill if we are not to leave a gap which may later cause problems.
