I hear what the noble Lord says. We do not want to arrive at that situation, which would be absurd. ““Interest”” will be clearly defined in terms of an interest in the land. With ““involvement””we are trying to create a clear separation between the group of people who involve themselves in plans for the development of a piece of land. We want a separate group to take the decision as the planning committee on that land and we want no linkage between the two. We want that separation for reasons of public probity. I hear the noble Lord asking, ““Well, doesn’t involvement mean if you are anywhere near the ODA you are involved?””. We seek to have a clear separation between those proposals and the personnel involved, for the reasons that I have stated.
