I am grateful to the noble Lord, as I fear I was going to make not nearly so well informed points as he has done. I was trying to understand how the matter would get into the public domain, which I consider it needs to do. I conclude by saying that if I were a member of the ODA and received a note signed by an official saying that I could not be awarded the costs of nipping down to Weymouth to see how the sailing arrangements were progressing, I would send it back and ask for the Secretary of State’s signature on it. I beg leave to withdraw the amendment.
