I am in danger of getting into hot water on this and raising a hare that should not be running. There are no plans to change the body responsible for receiving disclosures. The provision is in place simply to make sure that those tax and national insurance rules are inextricably linked. There are no conceivable circumstances in which the disclosures could be of interest to bodies other than HMRC, so far as we are aware. As soon as I entered a caveat, I realised that an issue was potentially raised, but this should not be read as having greater significance, as I hope that I have now clarified.
