Does the Minister agree that the argument put forward by the Joint Committee was rather important in this respect; that is, that the legislation might well be in difficulty in terms of the convention because it does not apply to everybody equally? She has just underlined that there will be specific categories to which it applies, and specific categories to which it does not. This is the issue which raises complications about our commitments under the convention.
