May I ask one simple question, which relates to the JCHR communication? The JCHR says that it is unnecessary to interpret Article 1F(c) of the convention to ensure that terrorists are excluded from protection, because they already are. The Minister has given no example of why the additional provision is required. It negates the convention promoted by the United Nations.
