The Select Committee made it very clear that the Government should consider whether mental suffering should be specified in the Bill. The position seems simple to me. The Bill will cover physical suffering; the hon. Gentleman’s point relates entirely to mental suffering. Why should we not incorporate mental suffering in the definition of suffering in clause 4?
