Animal Welfare Bill

Proceeding contribution from James Duddridge (Conservative) in the House of Commons on Tuesday, 10 January 2006. It occurred during Debate on bills on Animal Welfare Bill.
Is not there a contradiction involved in proposing all these amendments and new clauses? This is, after all, an enabling Bill, and if we put down too many amendments there is a risk that we shall debate the specifics without focusing on the mechanisms of the secondary legislation necessary for us to scrutinise the workings of the Bill properly.
