Is not there a contradiction involved in proposing all these amendments and new clauses? This is, after all, an enabling Bill, and if we put down too many amendments there is a risk that we shall debate the specifics without focusing on the mechanisms of the secondary legislation necessary for us to scrutinise the workings of the Bill properly.
