The hon. Gentleman is talking about those who will be affected by the proposed legislation. Sadly, some animal cruelty will continue and there are likely to be criminal prosecutions. Does he share my surprise that it is difficult to find in the explanatory notes any trace of a legal aid impact assessment, which is supposed to be provided with all Government Bills now?
