That is a fair point. I fully understand the need for flexibility and I am sympathetic to that, as I have just said, but there are issues arising from the Bill’s structure, and they are of concern not only here in Parliament but to all those whose lives and livelihoods, duties and responsibilities are likely to be affected by the regulations and codes of practice at a later date.
