Animal Welfare Bill

We all accept the necessity for the flexibility in legislation to which the Secretary of State has rightly referred, but will she give an undertaking that if she introduces that regulation-making provision, she will first engage in the careful process of consultation, thought and discussion in which she engaged before introducing the Bill?
