The noble Baroness is, of course, right to raise the matter. We have to make sure that there is no arbitrariness to those decisions but that they are based on sound facts and a clear evidence base which will enable us to have this system. It goes back to what I said before: it is important that I find ways in which we can demonstrate, to the noble Baroness in particular, what the system will look like—I do not know whether or not the Joint Education Task Force is doing this—so that people can see what the points-based system will do, and who will be responsible for which aspects of it, to achieve its aims.
